RTD. Deputy Director Customs (Enforcement) RMCD
Tuan Lee Wing Onn, Director and Shareholder of Focus Biz-Link Solutions Sdn Bhd, is a retired Deputy Director of Customs (Enforcement) at the Royal Malaysian Customs Department (RMCD). With over 35 years of service in Malaysia’s Customs and Taxation sectors, he has developed deep expertise in multiple critical areas of customs enforcement, taxation, and compliance.
Qualifications.
- Over 35 years of experience in Malaysia’s Customs and Taxation sectors.
- GST Trainer certified; led training for prominent business chambers.
- Specialized in forensic accounting through extensive experience in auditing and post-clearance auditing.
- Expertise in customs law, covering WTO Valuation Methods, HS Classification Rules, Free Trade Agreements, and Certificate of Origin procedures.

- Tax and Duty Compliance: Managed Internal Tax, Excise and Petroleum Duty, and Sales and Service Tax (SST), including the transition to Goods and Services Tax (GST).
- Customs and Tax Enforcement: Skilled in claims, appeals, and enforcement procedures, including handling caveats, writs, and bankruptcy cases.
- Forensic Auditing and Compliance Inspections: Conducted in-depth audits on importers, exporters, and licensees, minimizing tax leakages and ensuring regulatory compliance.

- Enforcement Leadership at KLIA: In his final role before retirement, he served as Deputy Director in the Legal & Enforcement Division, overseeing the Enforcement Zone Central at Kuala Lumpur International Airport (KLIA), where he ensured the facilitation of compliant trade while maintaining robust enforcement.
Ms. Quah Bee Chin

Ms. Quah Bee Chin is an experienced and highly qualified Company Secretary with over 25 years of expertise in secretarial and tax compliance consultation. Beginning his career in manufacturing in 2002, he shifted focus to trade compliance in 2015. His role involves comprehensive consultancy solutions to ensure client compliance with regulatory requirements across various government bodies, including CUSTOMS, MIDA, MITI, DOE, local councils, and Immigration.
